In April 2021, the Nuclear Energy Agency (NEA) focused on cyber security enhancements for nuclear safety applications. The panelists discussed cyber security risks associated with data-sharing technologies and increased connectivity in the nuclear sector. They provided examples and viewpoints on safety standards that are being developed to address these risks, such as threat detection modules, vulnerability analyses, and cybersecurity training and exercises. The nuclear industry remains challenged by adopting innovative technologies to make nuclear facilities more efficient, safer, and cost-effective. At the same time, cyber security threats to digital systems, if not properly addressed, can effectively put the industry in the proverbial position of “One step forward, two steps back.” Diane Cameron, Head of the NEA Division of Nuclear Technology Development and Economics, added at the time: “An incident at any nuclear facility in the world is an incident for every nuclear facility in the world from the perspective of public confidence. That’s a dynamic that’s fairly unique to the nuclear sector.”
In addition to the technical response to cyber-security threats, nuclear operators and their suppliers must be able to rely on a set of standards recognized by nuclear regulators and embedded in supply contracts for goods and services.
The legal agreements need to identify the circumstances in which cyber security standards are required, the policies, programs, and training required to maintain those standards, notification requirements for security breaches, and the remedial and protective actions needed to maintain a secure barrier for any identified threats.
In this webinar, Ms. Kathleen Heppell-Masys, CNSC Director-General of Security and Safeguards, will speak to the regulatory issues and expectations of the Commission, and members of the CNLO board will address commercial terms and conditions in supply contracts and the emerging issues in that regard.
Kathleen Heppell-Masys brings more than 30 years of public service experience in the defence, security, and safety domains applied in the aerospace and nuclear sectors. Kathleen has served in technical and senior leadership roles with the Canadian Armed Forces, National Defence, and the Canadian Nuclear Safety Commission (CNSC) for the last ten years.
We will also hear from Evguenia Prokopieva, Assistant General Counsel, OPG and CNLO Board of Director, along with Neil Hopkins, Manager Cybersecurity, OPG, regarding a set of standards recognized by nuclear regulators and embedded in supply contracts for goods and services.
